Data obtained under freedom-of-information legislation reveals that 7,049 machines were confiscated by police forces in the 12 months to 19 May, up from 3,858 recorded during the preceding 12-month period. The sharp rise in confiscations comes as municipal leaders in Leeds progress plans to prohibit e-bikes entirely from central pedestrianised streets to ensure public safety.

The rapid inflation in seizure figures reflects intensified enforcement targeting non-compliant two-wheelers that breach UK road transport regulations.

According to statutory guidelines, legal e-bikes—classified as Electrically Assisted Pedal Cycles (EAPCs)—must possess an electric motor with a maximum continuous rated power output not exceeding 250 watts. Additionally, the electrical assistance must automatically cut out when the vehicle reaches a speed of 15.5 mph.

However, operational officers have seized adapted machines capable of travelling at speeds in excess of 70 mph. Vehicles exceeding standard EAPC limits are legally classified as electric mopeds or motorcycles, requiring formal registration, licensing, taxation, third-party insurance, and approved protective helmets for legal operation on public highways.

Data supplied by 31 out of 45 UK territorial police forces under freedom-of-information requests demonstrates widespread regional escalation.

The Metropolitan Police Service impounded the highest quantity of vehicles, removing 2,367 e-bikes from street circulation during the 12-month window. Significant volume was also recorded by Leicestershire Police with 661 seizures, Police Scotland with 585, and Thames Valley Police with 425.

Overall, 11 individual forces reported that annual confiscations had more than doubled year-on-year, including Devon and Cornwall, Dorset, Hampshire, Lincolnshire, Northamptonshire, Northumbria, South Yorkshire, Suffolk, and the Police Service of Northern Ireland.

In Dorset, where confiscations more than doubled, heightened police activity followed a high-profile incident in Poole where pedestrian Siobhan Barling was struck by an e-bike, resulting in emergency hospitalisation and the premature birth of her child.

How Are Police and Politicians Responding to Illegal E-Bikes?

Law enforcement representatives and politicians have increasingly raised concerns regarding the public safety hazards and criminal usage associated with unrated e-bikes. As highlighted by Sergeant Stuart Ford, who leads the dedicated cycle team at the City of London Police, illegal e-bikes have transformed into “a menace” on urban roadways.

The vehicles are frequently obtained via online marketplaces or created using aftermarket conversion kits, which allow riders to fit high-powered electric motors onto conventional pedal cycles for under ÂŁ300. Police operations have also highlighted links between illegally modified vehicles and wider criminal activities.

During a targeted operation in Cardiff, South Wales Police arrested four riders on suspicion of drug offences after an individual was found in possession of 33 wraps of Class A substances valued at approximately ÂŁ1,000.

As detailed by Julie Minns, the Labour Member of Parliament for Carlisle, modified e-bikes represent the “perfect accessory to phone theft, mugging and drug dealing” due to their silent acceleration and high speed. Parliamentarians are actively lobbying the government to classify non-compliant machines and unregulated conversion kits as “unsafe products” to restrict their import and distribution.
