The development comprises a mix of one, two, three, and four-bedroom properties, which will be made available through shared ownership and affordable rent. This initiative marks Caddick Construction’s first scheme in partnership with Leeds Federated Housing Association.

Steve Ford, regional managing director of Caddick Construction North East & Yorkshire, said: “Our appointment to Owlcotes Road reflects our continued commitment to providing high-quality, affordable homes across Yorkshire, supporting local housing needs, and creating lasting value for residents.” He added:

“The project is also a great example of our integrated approach, with our civil engineering team supporting the groundwork phase to help ensure a smooth and efficient delivery.”

Groundworks for the project will be undertaken by Caddick Civil Engineering, Caddick’s specialist subcontracting business. As a registered partner of the Considerate Constructors Scheme (CCS), Caddick has worked closely with Leeds Federated to implement a robust construction environmental management plan (CEMP), including extensive dust monitoring, ahead of building work.

Mr Ford further stated:

“As a registered partner of the Considerate Constructors Scheme, we’re committed to being a respectful neighbour, ensuring our activities are carefully managed and that we communicate openly with the local community throughout the project.”

He continued:

“From the outset, we’ve worked closely with Leeds Federated to put in place a robust construction environmental management plan to minimise our impact during the build.”

Georgina Nijjar, head of development at Leeds Federated, said:

“The development at Owlcotes Road, once completed, will provide new affordable homes in Pudsey.”

What is the Owlcotes Road Development in Pudsey?

The Owlcotes Road site is located close to the historic market town of Pudsey in Leeds. The 54 homes will form a new sustainable neighbourhood, incorporating energy-efficient features such as solar PV panels, air-source heat pumps, and electric vehicle charging points for all properties.

Thoughtful landscaping and open green spaces have been planned to provide areas for residents to enjoy and relax.

This project is part of broader efforts to address housing needs in the area, with funding support from Homes England’s Strategic Partnership with Accent Housing under the government’s Affordable Homes Programme (AHP) 2021-26.

Leeds Federated Housing Association confirmed on its website that Caddick Construction was appointed to develop the homes off Owlcotes Road.

The scheme aligns with local planning requirements, where developments must include measures like a Construction Environmental Management Plan (CEMP) specific to the site, as referenced in related Leeds planning documents.

Who are the Key Players in the Pudsey Affordable Housing Project?

Caddick Construction, through its regional managing director Steve Ford, has emphasised its commitment to Yorkshire housing needs.

Caddick Civil Engineering will handle the groundwork phase, showcasing the company’s integrated approach.

Leeds Federated Housing Association, led by Georgina Nijjar in development, is delivering the project to provide affordable options in Pudsey. Nijjar highlighted the provision of new homes upon completion.

Homes England provides funding support via its Strategic Partnership with Accent Housing.

How Will Caddick Ensure Minimal Impact During Construction on Owlcotes Road?

Caddick’s adherence to the Considerate Constructors Scheme (CCS) is central to its strategy. Steve Ford noted the company’s dedication to being a respectful neighbour through careful management and open community communication.

A robust CEMP has been established in collaboration with Leeds Federated, featuring extensive dust monitoring to reduce environmental impact. This plan was developed ahead of building work commencement.

Such measures comply with Leeds planning conditions requiring site-specific CEMPs, as seen in recent approvals like condition 25 for related applications.

What Affordable Housing Options Are Available in the Pudsey Scheme?

Properties include one, two, three, and four-bedroom homes suitable for families. Availability is through shared ownership and affordable rent, targeting local housing needs.

Energy-efficient designs with solar PV panels, air-source heat pumps, and EV charging points enhance sustainability.

Why is This the First Project Between Caddick and Leeds Federated?

This appointment represents Caddick Construction’s inaugural scheme with Leeds Federated Housing Association. Steve Ford described it as reflective of Caddick’s ongoing work in Yorkshire.

The partnership leverages Caddick’s civil engineering expertise for efficient delivery.

Background of the Owlcotes Road Development

The Owlcotes Road development builds on historical context in Pudsey’s housing landscape. Earlier proposals, such as 2020 plans for 77 homes on a 5.5-acre site near Owlcotes Reservoir involving Keyland Developments, indicate long-standing interest in the area for mixed affordable and market housing. That site comprised former Yorkshire Water land and private holdings, featuring one to four-bedroom apartments, semi-detached, and detached homes in landscaped settings.

Leeds has seen related affordable housing pushes, including a 2025 council scheme at Hough Top in Pudsey for 82 council homes at affordable rent, supported by £90 million devolution funding to unlock over 5,000 homes. Work there is in progress, with properties like Hough Top Court apartments and roads named Hough Common, Hough Fold, and Hough Drive.

Planning policies in Leeds emphasise net zero operational carbon, requiring energy statements and whole life cycle carbon assessments using tools like SBEM for emissions calculations over 30 years. CEMPs are standard, as in outline planning conditions mandating phase-specific plans.

Pudsey’s demand for social housing remains high, with this project funded under the AHP 2021-26.

Prediction: Impact on Pudsey Residents and Local Families

This development can provide 54 affordable homes via shared ownership and rent, directly addressing housing pressures for families in Pudsey. Energy-efficient features like solar panels and heat pumps may lower operational costs for residents.

The CEMP and CCS compliance can minimise disruptions, fostering better community relations during construction. Green spaces and landscaping can enhance local living environments.

For Pudsey’s wider population, it contributes to supply under programmes like AHP, potentially easing demand amid high social housing needs, similar to nearby Hough Top. Integration of EV charging supports sustainable transport adoption among new homeowners and renters.
